Does the Commonwealth Parliament have the Power of Incorporation?

After researching case law the author discovered the following High Court case: Huddart, Parker & Co Pty Ltd v Moorehead [1909] HCA 36; (1909) 8 CLR 330 (7 June 1909) where the High Court was asked to interpret section 51(xx) in relation the Commonwealth's corporations powers. the High Court in its interpretation provided the Commonwealth has no power of Incorporation.
