The Author after reading the Constitutional Commission Reports 1988 came across a proposed Bill to empower the Parliament of the Commonwealth to write laws for citizens. The proposed Bill has never been approved for referendum and therefore the power is still lacking. Below is a copy of the proposed Bill from page 999 of the 1988 Report.
