It appears from the FOI response below, the Prime Minister and Bill Gates failed to follow the parliaments protocol and standard operational procedures, by not ensuring Bill Gates was managed by the International Visits Branch and Bill Gates was not recorded in the Australian Governments Lobbyists Register, even when Bill Gates visited the PM's residence to informally lobby the Prime Minister the minutes of the meeting were not recorded.
