Constitution Watch wishes to congratulate the diplomats of the newly established Western Australian Embassy for the Province of Southern Australia.
The Wurruwarrin Embassy, established on 30 July 2025, is a sovereign and spiritual entity founded under the authority of Grandmother Sandy Ross, the Head of State and Custodian of the Wurruwarrin. Though physically located in Western Australia, its jurisdiction is rooted in the ancestral territory of the Wurruwarrin, with lawful ties to the Province of South Australia through the historical Letters Patent of 1836.
The Embassy exists outside the bounds of corporate or public legal systems. Instead, it operates according to Original Lore, Divine Law, and Natural Law, affirming the sovereignty and sacred obligations of the people. Central to its foundation is the Dreamtime understood not as a past myth but as a living, spiritual realm that governs the law, land, and identity of the people. This realm informs all aspects of the Embassy’s function, serving as the source of law, memory, healing, and purpose.
Established as a private, non-corporate, spiritual jurisdiction, the Embassy serves as a lawful seat for diplomatic and ceremonial functions. It offers sanctuary and support for individuals transitioning from public, statutory systems into private and ancestral ways of living. Within its grounds, spiritual and cultural practices are upheld, including sacred ceremonies, lawful declarations, health and healing traditions, and education in sovereign self determination.
The Embassy was formally established by Dawn-michelle Kelly, who was appointed as Commissioner under the spiritual and lawful guidance of Grandmother Sandy Ross. All operations and declarations made by the Embassy are grounded in this living lineage and the ancestral covenant that authorizes its existence.
Membership is extended to individuals and groups aligned with the Wurruwarrin Private Membership Association (PMA) and its foundational values. Recognition may also be given to other sovereign or spiritual entities through treaties or mutual agreements. Entry into membership requires a commitment to truth, peace, and the responsibilities inherent in sacred law.
The land on which the Embassy stands is held by ancestral and spiritual title. It is not subject to public land regulation or oversight and may declare its lawful standing through public notice without seeking permission. The Embassy claims protection under the right of self-determination, the Vienna Convention on Diplomatic Relations (1961), and the unalienable rights of living men and women. It maintains a stance of neutrality and declares itself free from coercion, surveillance, or foreign interference.
The Constitution of the Embassy is a living document one that is shaped not by bureaucratic amendment, but through spiritual discernment, ceremony, and collective wisdom. It affirms the Wurruwarrin people's return to living law, their sovereign presence on the land, and their refusal to consent to legal fictions that undermine the sacred.
