Constitution Amendment Act 1994 Victoria

This Act removes the Letters Patent and Instructions for the Office of Governor in Victoria,

also removes the de jure Queen from section 6 & 12 and the Oath to the de jure Monarch within the Schedule.

Section 8 of the Act "Deems" the Commissions and Appointments of the Governor and Ministers to be appointed.

Section 9 provides that things are purportedly valid within the Act.

If this Act removes the above what does the State of Victoria rely on for its Authority?
